Graphics program

I'm in need of a program that I can design things in 2D on, which will then be printed on A3 or A4. I'm not asking for much: I just need to be able to draw circles, lines and modify them, such as taking segments of a specific degree out of the circle, and stuff like that. Anyone know of a (preferably free) program that can do this?

I'm looking for something that can handle all the angles. Can you easily draw a circle in them, divide it up into 32 slices? Because Photoshop could not handle that.

Gimp has an angle measuring tool if you need that (and easy circles, sure) but you may want a vector graphics program.

Perhaps you need Inkskape, it's a free/open source vector graphics program
