Great admirals can airlift ships

I found that great admirals don't unlink after using the "Transfer to Another City" ability. That makes the linked ship teleport to the great admiral's position when the admiral moves again.

Steps to Reproduce:

1. Link an admiral to a ship
   
2. Move admiral-ship pair into a coastal city
   
3. Transfer the admiral to another coastal city
   
4. Next Turn
5. Move the admiral

Actual Results:
The linked ship will warp to the admiral's position.

Expected result:
The linked ship unlinks when the admiral transfers to another city or the ability cannot be used when an admiral is linked.

Later in the game I airlifted my whole fleet halfway around the planet in a few turns by using two great admirals

I haven't tested with great generals, but I suspect it behaves the same.
