Great Artists nerfed??

This thread (http://forums.civfanatics.com/showthread.php?t=236701) reports that Great Artist culture bomb no longer ends resistance in captured cities. Why? Please restore this ability in a patch. I always liked to do this in a city with a shrine, so I could get the shrine income immediately!

This forum is for bug reports, not requests for enhancements (or reverts in this case). Besides, this change was most likely intentional, and thus isn't a bug.

It definitely wasn't. The first culture bomb works as usual, but a 2nd does not...

A side effect of this is that if you bomb a city in revolt, the culture from the bomb basically becomes 'neutral' so you have a city w/ 4000-12,000 useless culture that is revolting because it has 0% of your culture and 100% of the enemy.

There is the save, the city is Bjorgvin, the bomb happened ~8-10 years ago. It may be the Viking capital, but the capital only has 57% more culture than Bjorgvin, yet Bjorgvin is only 7% roman.
I may be wrong (and I probably am), but this just doesn't seem right.
