Great Engineer / Great Scientist Won't Give Production to Space Project

Not sure if this was a bug, or if I'm doing something wrong, but I had both an engineer and scientist great person, neither of which reduced the build time of a space race project I was working on, when I consumed them. I had an engineer earlier that reduced the first project I was working on, can't remember any names, but then towards the end I generated a scientist, and another engineer, both of which should have reduced the current project, but were just consumed with no effect. Am I doing something wrong? Do they only add hammers to certain projects? I was on the space program district, do I need to be somewhere else? Anyone else have this happen to them?
 
There are multiple types, some give flat production cost decreases based on a % and others simply drop a fixed amount of production on the currently active project. I'm not sure if the ones that decrease production costs stack, all those do is decrease the build time on projects.

Also just to mention, you need to be sure you're using them on the correct spaceport that is building the project. Using them on a spaceport in a different city won't affect projects in other cities in most cases, I think.
