Great Library idea - frequent tech

As much as I love the Great Library, I think it is unrealistic to have ALL techs known by two nations we know. (to get that much knowledge INSTANTLY)

Instead: I susggest it should give one tech in every "x" turn.

Now, the "x" would depend on the scientific level my country has, the better, the more less "x" is.
For example: "x" could be set as if I had my science slider at max rate. When having the GL in effect I should not have to put any money into science but still having it like if i had...

or something like that...
 
The current system makes more sense in both gameplay and historical contexts. The Great Library was the storehouse for almost all important manuscripts for the ancient world, therefore it only shared existing knowledge. The Great Library can help a behind civ catch up, but it won't put an civ higher level. This would end up being to unbalancing.
