Great People points from projects?

Have anybody looked into what effects great people points from projects, stuff like:

City population
Project cost
District buildings
Great people points produced by empire
 
I did one of those projects in late game for the theatre district and it gave me like +30 points per writer/artist/musician after it was done. Considering the fact that the project lasted 6 turns in a decent production city and I needed 720 points to get one of each great person, 30 points was pretty underwhelming.
I even had Democracy as my government which boosts projects by 30%, doesn't it?

It's pretty confusing.

That isn't that bad actually, since I need lots of production for the space program, I am spamming out engineer projects in all of my cities right now, and getting a ton of engineer points. Considering a district is like 4 of these projects, I think 30 great person points might be worth it in some cases, especially when you're competing for a specific great person.

It also gives you culture/gold/science, it may not be much, but its not awful if you need a quick boost.
 
It seems that the cost and gain from projects depend on how many civic you have researched, tech did not seems to have any influence.

It seems like every ancient civic increase the amount of great people points by +1 and classical civic increase the amount of great people point by +2.

Project seems to give 10 point as the base + the points from discovered civics.

District buildings did not seems to have any effect at all and I don't think population have any effect either. It is possible that the era you are in give an increase.
