Spies should be able to steal great works! Ever need a great work but can't find one to trade for? Send in a spy to steal one! Artwork gets stolen all the time.

It'll be really annoying if they did that. Only way to prevent that is by having spies in all your Great works cities, building constabularies, police stations, Great Firewall, stealing the works back, or taking their cities. A Cultural Victory is already hard to accomplish. Civilizations only stole artwork from others via war/colonialism (Elgin Marbles), and that happens in game if you conquer other civs.
