Here's something I think none of the Civ games have really addressed properly.. As knowledge of new advancements spread thru your civ -- private parties should join in and help the government build certain improvements in the city.

Think about it.. in the real world -- the President/Dictator/Queen doesn't personally build Banks, Temples, and Marketplaces in each city.. private parties do this to conduct business/services.


Here's my idea....

Once you research an advancement that unlocks an improvement and build that improvement...the cities surrounding the one with the improvement should be able to build it at a reduced cost.

OR..

Each time you build an improvement there is an X% chance that the idea will spread to another city and they will get it for free.

The reasoning behind this can be explained as Once a town finishes an improvement, word should get out and other cities should build similar improvements..over time the cost to the government to build this particular improvemetn should go down as private parties like Bankers merchants, and Clerics join in to help build the improvements for their own personal gain or to expand their services.

Think about it, if a city has a marketplace, then that means there are traders and merchants - these groups should move between towns and spread commerce and build market places in other towns in order to conduct business. the Government doesn't have to foot the bill for these improvements because they are side affects of people conducting business.

Banks and Temples - After the first 2 or 3 banks are built.. they wil probably expand and build branches in other towns. Temples should try to reach out to followers in other towns and build temples in other cities.

This can be done by either Area of affects OR by a random % of another town getting the improvement

The cost of building is not to the government, the cost of building is to society (other wise you should have a setting that says what % of your cities production you get to use...because the rest goes to private use)

If you are only controlling the government, then Democracy should be like turning the game over to the AI, mandatory auto-governors, etc.

The idea is that you are playing the whole society, so that when you tell a city to build a Factory that isn't the Soldiers rounding up a bunch of people and telling them to build a Factory, unless you are Communist (which is why their only rush option is Pop) in a Democracy the Government may be subsidizing the Factory (through cash rush) but the people building it are ...the people, business men and so forth.
 
Isn't this sort of covered already. If you dont build temples your people riot...basically they're saying we want a temple etc. If you dont build banks...your treasury drops...this represents the people of your cities needing more trade...so basically your conforming to what the citizens (aka private industry) want and need already.
 
Not true. In Civilization 3, people are just a general lump "unhappiness". And the game is cynical enough that it doesn't matter what you do, all unhappiness is the same, and it can be cured with dogs and ponies for everybody.

People are upset about slavery? Give them a temple.
People are upset about genocide? Give them more luxuries.
People are upset about overpopulation? Hit them with martial law.
