Had a city just chose to work a tile worse in every way than another -- is this a bug?

I had a city that was working a 3 food, 1 production, 2 gold tile. I didn't tell it to focus or NOT focus on anything; just default. I put a farm on another tile raising it to 2 food, 1 production and it swapped tiles to that one that has 1 food and 2 gold less for no reason. Why would it do this? Is it a bug?
 
It's hard to say, but if you post a screenshot maybe we can figure it out.
 
I think this needs investigating. There was another report recently, and I have experienced several cases of city borders expanding to tiles that are clearly worse than others that are within the same city distance. I have a screenshot but not on the machine I’m currently at.
 
I've had this happen before, and a long way back. I'm not sure what causes it, and it seems to be pretty rare.

But yeah, definitely pays to keep an eye on what tiles are being worked.

I'm not necessarily convinced it's a bug. It could just be some wonkiness in the algorithm causing the game to work some tiles over others for reasons that are obscured from us. Funny enough, this was something that would crop up occasionally going all the way back to Civ III.

In any event, posting save games, or at least screenshots, would be helpful here.

As far as the OP, it's always a good idea to lock your citizens in place on the tiles you want them to work, rather than leaving the City Governor to manage it.
