Happiness building bug

When I captured and puppeted an enemy city (I think? or at least that's when I noticed it), the old building happiness building re-emerged, and all my happiness from building disappeared and all was displayed was -5 global happiness from buildings.

I'm running 2.045.

[Actually, from loading a previous save, it looks like it wasn't the city capture that caused it, that's just where I noticed it from the unhappiness hit.]

It seems like it might be an issue that arises when loading a game??
