Happiness, Global vs Local

It's Liberty+Organized Religion. (finish Piety if you want, but it's not really needed)

Meritocracy+monument/temple = no happiness cost/city.

everything else (global wise) is just bonus.

Another question: which civ do you consider to be the best for Meritocracy+Organised Religion ICS strat ?

My ranking is:

1 - Egypt -> +2 :) from temple, you have now, +5 :) from temple, monument and meritocracy. You can do really massive ICS.
2 - France -> Early culture = Early SP. Nothing to add.
3 - Rome -> Easier to build buildings (temple, monument) everywhere and legion help a bit for roads.
4 - Songhai -> Better temple = more culture & less cost.
* - India -> India is different.

for that exact combo, it'd be Egypt.

I'd throw Persia in there somewhere, due to the Satrap Court providing +2 happy. It's not directly related, but if you're making spam TP cities, then +2 happy/+2g per city is pretty good.
 
This is really helpful! Still not sure if there is any point building more than one circus etc - is the effect non cumulative? meaning I only get the +2 added to my global happiness the once?

each circus adds +2 happiness, you can only build one circus per city, and only in cities with attached Ivory or horses (and they have 0gpt maintenance).

So yes, they are really worth it when you can build them.
 
"Must run at least 2 specialists per city" ... Nope; rounding points are different

The 1st specalist in any city with that policy with remove 1 unhappiness. The 2nd has no effect. The 3rd in the same city will remove the 2nd unhappiness (unless it's the capital in which case interactions with Monarchy policy if adopted greatly slow these down)

The +10% happiness one under tradition: It's another one of those calculated on a per city ones; this appears to truncate: size 9 city : no effect. Size 10; +1 happy.

The one under liberty. This -5% is on an empire wide basis, either rounds or truncates, but not as critical since dealing with empire wide population.

Court house removing base city unhappiness has been in since the beginning; it's an undocumented feature. Note that before it became widely known, lots of people would routinely raze to the ground and the rebuild a city in the same spot any early game city they captured just to avoid the maintenance cost of the courthouse.
