which of these wonders of great works is the hardest to fill and get a theming bonus?

1. Louvre
2. Uffizi
3. hermitage
4. Globe Theater
5. Great Library/oxford university
6. Broadway
7. Sydney Opera House

Louvre and the Hermitage because you have to swap art to fill them. But they still aren't too hard. The Sydney Opera House might be hard too if you've been pumping out Musicians to Tourism Bomb your rivals.

For some unknown reason, I have an insane amount of trouble getting the theming bonuses for The Hermitage and Broadway (the latter primarily because you can't swap Great Works of Music.) The Louvre is, for me, comparatively easy to theme.

Uffizi for me, just because I plan poorly and never end up producing 3 artists in the same era.

Broadway happens to be pretty easy for me for some reason. Maybe because I usually make the musician's guild in late industrial....
