Harmony workers, when auto improving still removing miasma

I am not sure if this is a bug or just an oversight. I had a harmony nation with 10 affinity points, and after using miasmic condensers to place miasma all over my civilization my workers started to remove it. I think there should be a script that civilizations that have an affinity of 6 harmony or above should not remove miasma when using workers.
 
No disagreement about the need for a change to the worker governor scripts, but you really shouldn't be automating workers anyway. Automated workers uniformly make poor choices (like building roads between cities that are already connected by sea). This was the case in CiV and remains the case in BE.
 
I guess I am not that hardcore. I find working with workers boring. I know Civ 4 had far better scripts. you could just improve an single city or the whole empire. You could even tell the computer what type of improvements you wanted the worker to make.
 
I sometimes make roads between cities connected by sea, especially if I think I may have to respond to an AI invading that city.
