Harvesting Rice

Hi all,

I'm playing as Pedro II and for the life of me cannot understand why I can't harvest rice from this tile. Anyone have an idea?

also (not that it should make a difference) the tile is within 3 of my capital city and it can be worked. Actually I've noticed I cannot harvest any bonus resource. Does being suzerain of Bueones Aires make any difference??

Maybe the World Congress enacted a policy banning the harvesting of bonus resources?
