I've been poking around but to no avail..
Siam can use faith to purchase Universities even though they already made the Wat - their University unique building. Essentially giving 2 universities in the same city.

Yeah, I agree with this. It's very unconventional to go ReX and use this. Sometimes you're not even guaranteed this Reformation considering AI likes to pick it. On specific civs + specific map conditions allow you to use this strategy.Sacred Sites doesn't need nerfing imo. It's one of the only early sources of tourism and you have to ReX to get anywhere near an early culture victory. Firstly you have to find everyone on the map, which doesn't happen that early on. Then even after that you have to generate the faith to purchase the buildings early on. If you're generating that much faith early on then you've worked hard and deserve your cultural victory.
It's not an exploit, it's hard work to earn a CV that early on, in fact I've never seen it done.

Do we actually know if there IS a patch to come? or is this just what we `hope` and `think`?
Too many times I`ve followed threads talking about a Patch to come just to discover that someone heard from someone who heard from someone who heard from someone else!
Without proof it don`t exist.
