at least, i think it's like this...


Chieftan: units become veteran after 1 engagement

Warlord: units become veteran after 2 engagements

Prince: units become veteran after 3 engagements

King: units become veteran after 4 engagements

Emperor: units become veteran after 5 engagements
 
Never even noticed that myself. Granted, I didn't even know about unit promotions then. I just saw a unit and attacked it. (That was 13 years ago)

I think you have it wrong. Units become a veteran as soon as they win a battle, either in attack or in defense. Or if they were built in a city with a barracks.

There may be a chance involved- a 90% chance they become a veteran after a victory. But I don't think it depends on what level you're playing the game at.
 
I think that it is a probability that reduces as you get to higher levels, but to find out what exact probability it is for each level you would haver to look in the program
 
Or have a spare night or two of playtesting.

Yes I thought the promotion method is working with a chances system. I am not certain about this system, but I am pretty sure there is a difference between the different levels.
 
I think it the chances of becoming a veterin is harder in harder levels.
