Have Sailing - Can't Build Fishing Boats?

Can't seem to figure this out - I have Sailing, moved a Builder on top of the sea resource but the option to build is dimmed out?

What am I doing wrong?

Is the sea resource inside your culture borders? You cannot form fishing boats (or create any other tile improvement) outside your culture borders.

Oh jeez, do I feel stupid - I thought it was inside but not quite yet
