and took 4 watch towers

The tiles on edge of the map (on the other side of the wall) all counts as forests, so putting houses next to the walls make them happy too.

In my first game (which is so hopelessly buggy that there's no point in playing strategically) I popped the entire map just for the hell of it. Sadly, there were no tiles surrounded by four water to make a super orchard.
