Help! (Getting my butt kicked on Monarch, need Civ 3 strats that work)

I'm getting my ass handed to me on Monarch difficulty level. Considering I used to play Civ 2 on Diety this is not a good sign. Has anyone found a Civ 3 strategy that works? Corruption and Waste cripple towns after about 10 squares out under any form of Government and I cannot build any Wonders of the World without some far off Cvilization finishing them first.

I started out at Monarch, after a few tries. Restarted at Regent won that game but it wasn't easy in the beginning. I am now
back at Monarch. It is noticably tougher.

I am spending so much on military that I am following behind in the tech race.

Wish I had some useful strategies, but just know that all of us former diety pros are being humbled !
