Help!! How to change City/Units flag colors?

.,i wonder why city flag's color somehow doesn't match the color of the units' (the tiny box on the left side of the health bar)?
,like white becomes gray, yellow to olive green (or something like that), orange to brown, red to maroon.,etc
,is there anyway on how to change them to their standard color.,?
,.really need your help.,please,.?
,i'm playing "Test of Time"..

,i think of the only way to do this trick is to edit the sprite files img and msk.,
..well,back to modding..*sigh*
