OK, I'll be basic!
But there's a first time for everything! I was quite amazed myself when I first discovered how to alter the files and create my first scenario.
1) Open up your Civ2 folder with pathfinder (or whatever it is called in english). You'll find a number of .gif and .txt files in it. The most important being "units.gif" and "rules.txt".
2) Next, start Civ2, and take a look at the cheat menu. There's an option there called "save as scenario".
Basically all what scenario making is about is altering the image (.gif or .bmp) files with an image processor, and changing the rules and setup of the game, with a combination of working with the mapeditor, the cheat menu, and altering of rules.txt (and possibly also the other txt-files).
