I assume you mean you are trying to decompress a RAR file? Try downloading the free program WINRAR or something similar.

I don't thnk you understand that RAR files are compressed files, like Zip files. WINRAR and many other programs (use google) can help you unzip them so you can put the folder in it in your mod folder.

What mod file? i'm a big newb here ive had civilization for along time but i just learned about this place and modding so im stumped but thanks for helping out

Go into Documents\My Games\Sid Mier's Civilization 4\MODS. I have vista so it might be a little different for you. There you can put your downloaded mods. Then load up Civ4, click on advanced and load a mod. There you'll see a list of mods you've downloaded. Enjoy!

I assume you are trying to play a mod pack you found? "Mod" being a "Modification" to the game... usually packed in a ZIP or RAR file. You have to unpack/uncompress them into your BtS/Mods folder.
Then go into the game, choose "ADVANCED" and "LOAD MOD".
