I remember I used to have a screen where there were rules.txt, Units.gif, Sounds folder, and all the other stuff, and it was not on my CD drive.
Now I can't find it, therefore I am unable to install scenarios and modpacks. I installed to default folder. Can anyone tell me where th screen is?

The wording of your question (use of the word 'screen') does not quite make sense, but I think you're asking where these files are kept.
Assuming you're using a PC, open Windows Explorer, and navigate to the directory where you installed Civ II. In the Civ II directory, there will be a subdirectory called Scenario. Within Scenario, there will be a directory for each of your installed scenarios.
Inside each individual scenario directory, you will have the units.gif, events.txt, city.txt, rules.txt, icons.gif, and any other files necesary to run the scenario. Also inside each different scenario's directory is a Sounds directory, which contains the individual scenario's sounds.
When you install any program, you must know the directory structure. If you tell the computer a bogus location to install, you could have a mess. BTW, Use the Windoze FIND function (Start Menu --> Find) to search your entire computer for "Civ2.exe". This shuould be located in your base Civilization directory, then you can locate the Scenario directory.
Note: The above info is based on a PC/Windows Civ II MGE system.
