Hm, that is a problem. I also upgraded to Win2K recently, but haven´t played the scenario under that OS.
Currently, I have not much experience with Win2K, but if all fails, you can do the things normally done by the setup files manually - more work of course, but better than nothing.
Simply open the setup file with notepad to see what it does - for example the start setup for the Romans is done in that way:

copy EventsR1.ger events.txt
copy RulesR1.ger rules.txt
copy Units1.bmp units.bmp
goto done

You can now simply copy/rename the files "EventsR1.ger", "RulesR1.ger" and "Units1.bmp" to "EventsR1.txt", "RulesR1.txt" and "Units1.txt" - then start the game as Romans, it should work.
If the message for the next eventschange is displayed in the scenario do the same as above with the files that appear after the label ": Opt2" and so on.
