There is now way Starvation can kill 13 Pop in one turn. I purposely brought in no food one turn in a large city (in the teens) and it still only lost 1 Pop.
 
My situation isn't quite the same, but I was playing an Arch map with Qin not too long ago. Noble. Anyway, I was intentionally starving off Shanghai, originally a 9, a little bit in order to fit one more specialist in there. Anyway, I got caught up in a war, lost track, and all of a sudden Shanghai was down to 1. I doubt I went more than 3-4 turns between checking on Shanghai.

I suppose i should have added that I am playing on the Realism mod.

I as of yet have found no explanation, although i was previously a mercantilist government, as was previously stated.

What was really annoying was that when i tried to get the city to grow again, via the city governor, i would click on a tile only to have it un-clicked the next turn. I could never seem to get my subordinate governors to obey their damn masters...:shakehead

Oh well, in the end i used worldbuilder to boost my city's pop to where it RIGHTFULLY should have been.:p , and things are going dandy, was rather weird however.

and by the way, i did not have avoid growth turned on. weird.

My initial guess was going to be that you were hit with an icbm. But... since you said that your workers are forcibly going on strike at the end of every turn... my guess is that if you lookat your city when selected... on the little icon bar that appears... that you have several of those buttons clicked that are forcing your city to go into starvation with no food and quickly plummeting. it can be done.
