Where can i see the different government penalty? what xml should i edit? I want to edit the xml of it

Open the leader screen. Click the Our Relationship button (left of relationship level like unfriendly, neutral, etc) Yes, some of those are buttons. Just realize it last night

The values are in Sid Meier's Civilization VI\Base\Assets\Gameplay\Data\Governments.xml

Look for the column "OtherGovernmentIntolerance"
