Help with getting 1st back

I am playing as the Dutch in a warlord game right now, I'm industrial (before everyone else), but I'm 3rd in score, a decline from a little while ago when I was first. The game is fairly easy, and I could probably regain 1st by taking out a neighbor, but my military is lacking. Pretty much, what could I be doing better?

NB your file failed to load in my Civ3Complete (C3C) v.1.22. Which version are you using?

I'm using the second newest patch, the newest one gives me the "CD not found" error.

I think none of the patches work after 1.22. If you have 1.20, it will not load in 1.22 iirc. Not sure how it is that so many run afoul of the DRM and others do not.
