Help with worldbuilder - World Projects

Hello everyone. I'm very inexperienced with the worldbuilder, and would like to ask you guys' advice. I want to set up a SG where the capital, once founded, starts with The Internet. However, when I found the capital and enter the worldbuilder, I cannot find a way to add The Internet. When I go to edit city, add building, only buildings appear here and not world projects. I have tried giving myself Fibre Optics too but it doesn't help. I also thought about giving myself universal suffrage and lots of gold, but US can only rush buildings, not projects. I'm sorry if the answer is really obvious - any help would be appreciated.

Yea, I'd like to know how do to this as well. I tried adding them to a team in the worldbuilder file but it didn't work.
