after downloading civs what do i do with the file in order to get it working?

You usually want to extract the file to your "Mods" folder within the game directory. For example, C:\Program Files\Firaxis Games\Sid Meier's Civilization 4\MODS. It should create a new folder with the name of the mod, it should NOT overwrite any game files. In game, click on "Advanced" and then "Load a Mod" to play.
