Alexander, just a tip for the future. Judging by what your land looks like... You should likely have double to triple the amount of workers you currently do
Your cities and ultimately your empire will be much more productive this way.
In your pic, Moscow is producing 2 tiles that have no roads. Thes 2 tiles could be producing 2 more trade per turn... WIth improvements, that 2 trade per turn could easily 4 or 5 science or gold per turn. If it's turn 400 right now and Moscow has been doing this since turn 200... We're starting to talk in the range of 1000 gold you've lost because of lack of workers. Thats just one city, if you've got this with all your major cities, you could easily be losing thousands of gold in a game over the course of a pretty short period of turns. It looks like you're also cutting back on production in several cities because you haven't mined and railroaded all the hills and mountains you could be producing. For an empire the size of yours and in a gov't type that allows for free unit support, you should probably have closer to 100 workers out there.
Remember, workers can join into cities that can support the population as well... So after the tile improvements are finished, you can located slower growing cities (making 2 food per turn) and mass build workers into them vastly improving their production. So a worker never becomes not useful within the game.
