Do we want Civ Specific heroes? (each civ having it's own hero)

That is now really easy to do, using the FFH code...

If so, can someone think up a list of heroes?

Ditto for equipment. (unique swords, the arkenstone, and the like)

A king unit actually fits pretty nice since almost all the leaders did something heroic or vice versa.

Well, one idea is for Sauron. In every age. In first he maybe can transform into a bat and is a powerful wizard?

If he dies in third or second age he will be transformed into an immortal unit that can't fight or move and he is bumped to capital? The ring is randomly teleported? Somewhere and when it gets back he returns.

He should be hero for Shadow.

Angmar, witch king himself?

Dunlendings Saruman, powerful mage

Rohirrim:

I like the idea. A few ideas:

Hobbits: Bilbo, Sting or Ring
Dwarves: Thorin, Arkenstone
Rohirrim: Eorl, Feloraf (Horse - Father of the Mearas, better movement rate
Dunlendings: Sauruman, Palantir (greater sight range?)
Angmar: The Witchking, Ring
Sauron: Ring, Mace or Palantir
Elves: Elrond, Ring
Elves: Gil-Galad, Spear
Elves: Galadriel, Ring
Men: Aragorn or Isildur, Narsil or Andruil
Elves: Feanor, Silmaril
Easterlings: ?
Haradrim: ?

Just a few Ideas (Couldn't remember names of specific Items though, sorry. bad day).

Mebbeh set up Sauron to be a culture draining agent in the first and second ages?

The whole fall of Numenor kinda places him there...

Perhaps putting in the rings of Power as drop when defeated items?
Specifically the elven ones could be fun to play around with.

Teleri: Cirdain, perhaps a sweet ship as a hero also

the problem with a ship hero is the possibilty of them not being near water...

But sauron as a culture draining thing is good.

Well we could use a flavour mod. I imagine the Teleri as the lanun in FFH2 but elven and not pirate.

That'd be quite easy to do. Jus use the Lunan code and change the names and then some unit art. Then, you have the Teleri a la Lunan.
