more than just leaders, i think heroic units would be great. (i'm not sure why, but i'm thinking achilles here). like the first civ-specific special unit you build is heroic (the first german panzer is rommel's division, the first english man-o-war is lord nelson, etc.) you only get one (or so) and you can't build them at will, but for the short period that you have them, they're great. (it could even be in conjunction with a golden age or something)

I have had that idea as well...
I think it adds a little more flavour to it. Having the Legion X under your command is attractive You have your regular armies and one supreme special unit. Should they have better characteristics (see and or move 1 tile more? retreats before it is eliminateed)???

Actually, I think the victory of an heroic unit would be a better requirement for "Heroic Epic" than the victory of an army.
