Hexxon Refinery, Inc gives the player X amount of coal and oil per franchise.

However, this can result in a very lopsided army composition, as coal (primarily used in the destroyer and cruiser) and oil (primarily used in tanks) allow the Hexxon owner to deploy a much greater number of melee units -- with no corresponding increase in ranged units.

Iron is required to build artillery or battleships, and aluminum is required to build submarines and helicopter gunships. Since Hexxon does not grant these, its owner can potentially end up with melee-only armed forces with no ranged support (at least not on land or sea).

I would recommend that Hexxon's bonus grant iron and/or aluminum in quantities at least 50% of what it grants in coal and oil, to allow at least a partially balanced military fighting force. Heck, even 25% would be better than the absolutely nothing it grants right now for ranged unit resources.
