Build 9 old relics simple quest that I have gotten before. In this game I did not know it was one of my quest until I got the reward for it.

Do you have a save a turn or so before you unknowingly completed the quest? This way we would be able to check it out.
EDIT:
Downloaded the save, but I had trouble try to reproduce the scenario. I tried to let the 9th city finish its earth relic on 206 (using trade route production) and just out-right purchasing it once. Sorry I couldn't add more.

I have a auto save of it but where are those files in steam? Nvm found it just need to e-mail it

There is probably no error here. Quests are assigned randomly at fixed intervals.
This quest was probably completed at the very same time you were flagged for it, it is quite easy for that to happen, since it simply checks if you have an "old earth relic" in all of your cities, which is often the first thing you build in any new founded city.
Not much of an error rather than a kinda poor design.
