Warum?!?
How do you get AI players to join you in a war, and why don't the AI ever start wars, is this affected by what difficulty you play on?(I only play on level the first difficulty level).

Mutual Protection Pacts. I'm not sure if they have them in Regualr Civ3 without Conquests, but if someone attacks you and you have an MPP with someone else, they're forced to declare war on the attacking civ. But if you attack first it won't happen.

The other civs do declare war on each other, but mostly starting from the Industrial Age. They don't get into war that much since...I dunno, but I don't think the AI is smart enough to get angry with itself... :P

Mutual Protection exists in all versions of Civ3.

Also, you'll need an embassy with your prospective MPP partner. If you don't have one, establish one. Then go to diplomacy mode and ask someone for a Mutual Protection Pact.

If you're already in a war, go into diplomacy and ask someone (with whom you have established an embassy) for an Alliance versus (whomever). Mind, such alliances last for twenty turns, and if you pull out of the war before the alliance agreement expires, you will take a major attitude hit from your partner and a reputation hit in the game.

I've had the same problem. I dropped back to chieftan level to practise this aspect of the game.

I'm playing a medium-sized pangaea map, 7 total Civs, I established embassies with two of them. With both Russia and China I had ROP agreements that had expired at 20 turns. I wanted to go to war with another Civ and I asked both Russia and China for alliances. Both refused. Then, for 10 or 15 turns, I played as nice as I could to both of these Civs: gave them world maps, territory maps, a luxury, and to China, a city that had culture flipped to me that was Chinese in the first place. Again, I asked for an alliance, no dice. At one point, I offered Russia a technology (engineering, I think), a luxury, world and territory map and 1000 gold (no one other myself had more that 100 gold). Again, still no dice. I gave Russia a ROP agreement and then 3 turns later, I tried again.

What does it take?

You need to be at war yourself BEFORE you can start an alliance
