These two units should be added and appear when one country calls reserves. And be cheaper.
Homeguard 30 :c5strength: (+we shall never surrender) +50% vs paratroopers
Volksturm 32 :c5strength: +30% near capital +50% vs tanks
 
Should add for both "no embarcation" and they should only be avalable when there host country is loseing. Plus we would need new graphics ;)
 
Well, in the case of England, when there are no other military units on England.
