well I bought it and it is kinda funny but rather cheap looking.I havn't played it much yet as I also picked up GTA3 
...lots of fun is that despite my 16mb video card.Runs pretty well on it but could be much better.
Back to hooligans..it looks as though there may be some underlying strategy involved.There are different units with differing abilities.So far all I did is buy rounds of beer and trash and loot shops.I 'm hoping there will be more to it.Maybe not though

that's prolly because it's political incorrect. I like the game idea though, something creative...although it looks like ****.
It is an interesting subject that could have been something very neato..but it isn't.GKs description is pretty accurate
