Hosting a game in multi-player

Hello, my brother and i just started playing this game 1 week ago, and we have issues every night attempting to start/host a game. I have been the only 1 so far that has been able to host, but it's still difficult to get things going. Since we started, most nights take us about a half an hr just to finally get a game started without seeing joining has failed. I went into my firewall and allowed CIV 5 to have no restrictions, but my brother was having a problem finding his settings under norton. I don't know if this is even the cause of the issue.
