Hotseat issue?

My friend and I are trying to set up a hotseat game. We go into the Multiplayer screen, choose our leaders, and set all the empty slots to AI.
However, when the game begins, after we take our turns, ALL the other slots are also human. Is there just something we're doing wrong?

click on where it says human and set to AI.

btw hot seat MP can go to 18 civs!!! I know cuz I did it.

the only thing on hotseat is the first one mentioned must have a name entered there. the rest can be default. you can change the order of the civs
in hotseat. tomorrow i'll see if 2 of same civ [different leaders] can play each other.....

theta testing is what those monkeys do with that luggage.
