I feel all over the place when I play them. I feel like you can easily justify any VC, any empire type, and any social policy with them.
I like the idea of a science victory with high pop specialized cities that all have Candis, but when I do this I feel like I'm squandering my UU and UA. I do a similar strategy with the Aztecs and it just doesn't feel as powerful when I do it with Indonesia.
I've also toyed with the idea of a domination/point VC that opens liberty and uses my UA + the last policy in Commerce (+2 happiness per lux) to counter the happiness problems posed by wide, aggressive empires. That said I think tradition and small/medium empires are simply superior in BNW because of the science/culture scaling. This strategy also doesn't really seem to use Candis that much since it's unrealistic for all your cities to be next to a lake or river, and furthermore doesn't get a free riverless Candi with HG.
A sort of hybrid strategy has proven to be my favorite. I open Tradition -> HG like I'm going super-tall-science strategy, but then expand a fair amount to make use of my UA + claim luxuries around me. I then go either Commerce, Exploration, or Patronage depending on the situation. By using harbors/caravanissaries + trade routes you can introduce many religions to Jakarta to get some free faith from your HG Candi. While I like this strategy it often feels somewhat awkward because it's not really the ideal for any victory type.
