The game doesn't say much about them.

Bunkers/shelters save population and/or units?
Bomb shelters also defend buildings? (which are attacked by nuke)
Can a nuke destroy a bomb shelter?

Bunkers make air units bombing the city cause 75% less damage to units.
Bomb shelters make nukes cause 75% less damage, to units, buildings, population and tile improvements in squares adjacent to the city.

Can a nuke destroy a bomb shelter?

I don't think so.
