How can I disable engineering corps?

And for that matter, how can I tinker with any promotions? It seems to be different to Civ 4, where it's all accessable within an .xml.

I want to remove Engineering corps because building roads on peaks although realistic to some degree, takes away from gameplay for me, and doesn't have any consequence.

Any help? ^^
