How can I make an flc file?

Hello,
I just wondered how I can make an .flc file, not with animation but just from a static picture like a flag and so on.. What programs must I have?

Animation Shop 3 is good for leaderheads. Flicster is the only program for units.

Animation Shop comes with Paint Shop Pro. Flicster can be found on utility programs section of this forum.
