How can i play with more than 22 players?

I know how to play with 22 players even in big scenarios but if i want to play with, for example, 25 players? How can i do?

You can't. 22 is currently a hardcoded limit.
It might be possible if Firaxis releases the .dll, so that a higher limit can be modded, but at the moment nothing can be done about it.

How about now, that the SDK is out?
Has anyone done it?

The SDK has been out for long, but sadly not the .dll, which would be required for such a change.
There are definite hints that they are working on the .dll, so that will somewhen be possible .
