I'm not sure if it's still a good idea to place your roads into/through your cities, like is was standard in previous CIVs. Let's say you have a unit garrison in a city. Another unit that wants to cross that city via road, may have just one movement point left. It can't use it, as there is olny 1upt allowed, so it had to waste one movement point...

Excellent point; though early game is it worth the 2GPT of additional maintenance (4 with Railroads). In the instances where this happens you could just de-garrison the city, move through, and re-garrison the city. You might need a spare happy if you are getting the garrison bonus but otherwise if you aren't being threatened it shouldn't be that big a deal.

If you road around a tile it takes 2 additional roads to detour what would have been a straight-line through the tile.

Hypothetically roads increase your movement speed, so you would only be wasting a fraction of a movement point if this happened. On the other hand, if you built your road going past (rather than around or through) the city, you may have a longer distance if the city is actually your destination.
