how come when i press download in the online mod screen it doesnt work?

i press accept on the disclaimer after i pick which mod i want and nothing happens.....

okay i dont know how to explain it anymore, but i get to step 6 on that thread and i press accept and it doesnt go to step 7. it basically just goes back to step 5... any suggestions?
