How do I allow mods?

Hey, I'm looking at multiple sources on how to download mods and they just say to go to the "mod" section of the title screen. However, this does not show up. How do I get it to show up?

Yes. Does that disable mods?

It disables the in game mod browser I think;
but you can still download mods from somewhere else and play them.

Go to the civ5 - modpacks, or the civ5 -mod components, section inside civfanatics.com, click on a mod and see if they give you a download link there.
Then you need to find the MODS folder on your computer (probably under documents somewhere).
