How do I boot from Windows XP cd?

I have a laptop. Packard Bell iGo 2000.

I want to format the drive and reinstall Windows.

But when I put the BOOTABLE disc in the cd-rom and restart the computer I get this message "Non-emulation Booting" or something like that. The machine sounds like it is struggling, but nothing happens. Why won't it boot?
 
Is BIOS set with the CD as a boot device (listed before the HDD)?
 
Try making a floppy (www.bootdisk.com) that will load CD drivers for you and allow you to run your setup program off the CD after booting from a 3 1/2" floppy disk.
