How do I build plastered and paved roads?

I will sometimes randomly get the option to build road improvements, like plastered roads but it's is rare. Are there certain conditions needed to build the improved roads?

You need to build roads first and then you can upgrade those to faster roads. In other words it's a two step process to get fast roads.

Is there some other step? I have built roads and still don't get the option to upgrade. Is there a terrrain limitation or some resource needed?

Maybe you were just too short in money? Plastered road are immediately paid when you give the order to build them, if you don't have enough, they won't be available. Other than that I just don't know.

Generally I don't build plastered roads early in my game, I do the upgrade only once it's needed to keep up with my city production rate. I never build gravel roads though. Considering we can directly upgrade regular roads to plastered roads, I don't really see the point of gravel roads.

It just seems really random. I thought perhaps I could only upgrade with a Hardy Pioneer but that's not the deal. I am clearly missing something just have no clue what.
