How do i create AGENDAS + looking for someone to help me with artwork

Im working on my first custom civ, im almost finished (on the coding side), only thing i cant find is how to create AGENDAS, if anyone knows how to, please tell me <3

Also, I dont have any artwork yet, so if anyone want to, i could use some artwork of Karel IV.
